Plymouth Approves Twinhome Project, Helps Fill Demand by Empty Nesters

The Plymouth City Council approved a housing project that helps fill a demand by empty nesters. Plymouth-based Charles Cudd Co. would build a total of 43 homes, nearly all of them twinhomes, which are similar to a duplex. The homes would be located at the northwest corner of Medina Road and County Road 101.

Perl GardensThe property used to be a landscape nursery business, Perl Landscaping, since the 1980s. The project is called “Perl Gardens.” According to city officials, a number of development proposals have come up over the years, but none has come to fruition. The site in 2019 was planned for a three and four-story high, 120-unit senior apartment building, as well as 21 villa-style homes. The developer behind that project eventually withdrew its request. 

“This is a difficult site to develop due to its shape and access,” said Shawn Drill, senior planner for the city of Plymouth.

The site requires extensive drainage improvements since the homes developed would not have basements. City council members did raise questions about stormwater runoff and whether there’s adequate space to put snow. The developer, Rachel Development, seemed to satisfy any concerns raised. A public pond will help filter runoff from the site, officials said.

The homes built by Charles Cudd would have main-floor living and an association for exterior maintenance. The homes would contain about 1,500 square feet with an option for additional space above the garage. There would be a total of 12 feet between the homes, said Drill.

The development would comply with the city’s comprehensive plan and housing density guidelines. It would have 4.5 units per acre on the 9.5-acre site.

Plymouth City Council members still need to vote on final plat approval, but the builder anticipates grading to start this summer or early fall. The project would take 24 to 36 months to complete, according to city council documents submitted by the developer.
