Plymouth Planning Commission To Review New Apartment Proposal
The Plymouth Planning Commission is expected to take up plans later this month for two new apartment buildings.
Bloomington-based Doran Cos. is proposing two 6-story buildings totaling 353 units at the northwest corner of Fernbrook and Harbor lanes. The plans are revised from an initial concept presented earlier this year.
The project would replace four office buildings that are considered “functionally obsolete.” According to city documents, an affiliate entity of Doran has either purchased or signed a purchase agreement for the buildings, which are located on four separate lots.
The apartments would offer new living options in the city by including a mix of studio, alcove, and one-, two- and three-bedroom units. The buildings would also feature a variety of amenities, such as exercise facilities, an outdoor spa, a dog run and heated underground parking.
For the project to happen, the Plymouth City Council would have to amend the city’s 2040 comprehensive plan. The site is currently guided for commercial office. That would have to be adjusted to allow for multifamily housing.
Neighbors Raise Concerns
Plymouth planning officials also listened to concerns that come with the project.
A neighboring office complex believes the size and proximity of the apartment buildings would significantly impact its property.
“It’s right on the boundary of our complex there,” said Jeff Thompson, representing the Fernbrook Office Condos, speaking at the June 26 Plymouth Planning Commission meeting. “We’ve got a number of units that are going to be in the permanent shadow because it obviously just dwarfs everything around it.”
The neighboring office complex is two stories in height, significantly smaller than the 6-story apartment proposal.
Other concerns raised include potential tree loss, stormwater runoff and traffic impacts.
The developer, meanwhile, tabled the proposal to meet with city staff and consider adjustments to its plan.
“I think we can come up with a consensus to create a better project for the city of Plymouth,” said Tony Kuechle, representing Doran Cos.
The Plymouth Planning Commission is expected to take up the revised plans at its July 17 meeting.
