Plymouth Eyes Local Sales Tax to Transform Former Four Seasons Mall Site
The long-vacant Four Seasons Mall site, often described by locals as a neighborhood eyesore, may soon find a second life as a premier regional hub for youth sports and community recreation.
The Plymouth City Council is currently advancing a proposal to transform the property into a massive year-round sports complex. The centerpiece of the plan includes three turf soccer fields and a covered, refrigerated outdoor ice rink, designed to serve both local athletes and regional tournaments.
According to city officials, the project isn’t just about sports—it’s about revitalizing a stagnant area of the city.
“There’s a lot of different opportunities that we see that we could use it for,” said Jennifer Tomlinson, Plymouth Parks and Recreation Director. “In the summer months, it would be a really, really great location for any number of different things.”
Mayor Jeff Wosje shared his enthusiasm for the project’s visual and economic impact during a recent council presentation.
“I love the plan. It is iconic,” Wosje said. “You’re going to be able to see it from the highway at night. It goes to show that Plymouth is a great city to live in.”

Funding and The Path Forward
While the vision is ambitious, the project’s realization depends heavily on legislative and voter approval. The city is seeking to implement a sales tax referendum to raise $135 million for various recreational facilities across Plymouth, including the Four Seasons redevelopment.
The process involves two major hurdles: The Minnesota State Legislature must first grant the city permission to place the tax referendum on the ballot. If authorized by the state, the referendum would go before Plymouth voters in November.
If the funding is secured, construction is slated to begin in 2027. To help offset the costs, the city plans to collaborate with major athletic organizations, including the Minnesota Wild Foundation and the Armstrong Cooper Hockey Association.
