PUPS Plans $3M Expansion to Maple Grove Stray Impound Facility
An animal impound shelter that has served the northwest suburbs since the early 1990s is getting a multi-million dollar expansion.
It comes as several cities that used to partner with the shelter have stepped away from using the facility.
Officials say the Pets Under Police Security (PUPS) building, located at 11350 89th Ave. N. in Maple Grove, is aging and needs a revamp.
Early plans for a remodeling project were projected to cost nearly $8 million.
However, a scaled-back project is expected to cost about $3 million.
“You’ll have not only increased dog capacity, increased cat capacity, it’s going to be a modern facility that meets what the standards are for those types of facilities,” said Maple Grove Police Chief Eric Werner.

Member Cities Pull Out of Agreement
Previously, PUPS operated as a seven-city cooperative agreement.
That is, when police or community service officers with police departments in Brooklyn Center, Brooklyn Park, Champlin, Crystal, Maple Grove, New Hope and Plymouth found stray animals, they’d impound them at PUPS.
However Brooklyn Center, Brooklyn Park and Champlin balked at plans to expand PUPS.
Brooklyn Park later announced plans to build its own animal control facility.
As a result, the PUPS revamp plans have been scaled back to about $3 million.
According to Werner, construction should start next spring and wrap up by early 2027.
