The Boulevard Project in Plymouth Halfway Complete
A massive redevelopment of the former Prudential site in Plymouth is halfway complete developers told CCX News this week.
The transformation of the 75-acre site started with the opening earlier this year of a new flagship Coborn’s grocery store, as well as the opening last fall of a 78,000-square-foot Summit Orthopedics clinic and ambulatory surgery center.
Now more projects are coming to fruition at the Plymouth site known as The Boulevard, which expects to fulfill a city vision benefiting generations to come.
First Apartment Building Nears Completion
Plymouth-based Roers Cos. and Indianapolis-based Scannell Properties are behind the large-scale mixed-use redevelopment, located southeast of Interstate 494 and Bass Lake Road in northern Plymouth. Roers Cos. is leading the housing aspect of the project, while Scannell Properties is overseeing the commercial side.
Julia Tollefson, senior development associate with Roers Cos., said leasing has started for the Belterra apartments, a 207-unit building that is slated to open in early January.
“We’re really excited to get leasing started,” said Tollefson. “It’s a really highly amenitized building.”
Amenities include everything from a sky deck and sky lounge, to a sauna and a room for cold therapy, to a golf simulator and an outdoor pool.
And more apartment buildings are to come. Currently under construction is the Melrose apartments, which will provide 212 units of affordable housing for a range of income levels, something Plymouth city leaders have sought for years.
“Obviously the partnership with the city and bringing a wider variety of housing levels to the city was really important to both us and the city,” said Tollefson.
And two more apartment buildings are planned after that. Add it all up and that’s more than 800 units of new places to live.
“An opportunity like this doesn’t come up very often,” said Tollefson.”And to have four separate phases on one site is pretty incredible, especially given the access to retail and medical office, as well as just ease of access to highway, it creates a really good resident experience. The walkability is huge for us and we really don’t see that often in the suburbs.”

New Businesses, Health Amenities Coming Soon
More businesses will also open soon. Scannell Properties is leading that development.
“We’ve got developments going on all around the country and this one stands out as something very unique,” said Dan Salzer, director of development with Scannell Properties. “Finding 75 acres inside the loop in the Twin Cities, it doesn’t happen at this stage.”
Salzer said Centennial Lakes in Edina was brought up as the initial vision for the overall project.
“Plymouth wanted to see their own version of that. And I think we’re well on our way,” said Salzer.
A Chase Bank branch expects to open in the coming weeks at The Boulevard. A 12,000-square-foot Fairview Health primary care clinic is slated to open in January. A two-tenant building that will include a dental office and a Jersey Mike’s is under construction and plans to open in 2027.
Salzer said a 7Brew coffee shop is also scheduled to break ground soon.
“They’re looking to expand in this market and open several locations over the next few years, so we’re really excited to be part of that growth,” said Salzer.
Beyond that, Salzer explained that two restaurant pads are in the plans that will be positioned along waterfront between the apartments. Discussions with potential restaurant operators are ongoing.
“With us being under development, we think that’s going to come together in the very near future,” said Salzer.
A city park with walking trails, scheduled to be completed in 2028, is also a significant part of the project.
