Brooklyn Park Council Moves Ahead on 250-Unit Apartment Complex

The Brooklyn Park City Council took a step this week toward approving a proposed 250-unit market-rate apartment complex.

Acting as the Brooklyn Park Economic Development Authority, the council approved a term sheet with a developer for the new building, which is proposed at 6716 85th Ave. 

“It’s really lovely to see a market-rate development with some of the higher amenity options,” said Council Member Nichole Klonowski. 

The $73.7 million project is proposed by Plymouth-based Roers Cos., which has developed $4.5 billion worth of projects since 2012.

It’s located near North Hennepin Community College on land once owned by farmer Eldon Tessman, who died in 2024. Hennepin County property records show it’s currently owned by the Eldon Tessman Living Trust.

Roers initially proposed an affordable housing project at this site late in 2025, but city officials rejected that concept in favor of a market-rate project with high-end amenities.

The new proposal includes a mix of 30 studio units, 95 one-bedroom units, 95 two-bedroom units, and 30 three-bedroom units.

Amenities would include a pool, a fitness center, sky lounges, a dog run, and a work-from-home space.

“This would help expand the city’s long-term tax base,” city staff members wrote in the council agenda packet. “The increased density would also help to support local businesses. The project is expected to generate over 320 construction jobs.”

As part of the financial plan, Roers is requesting that the city issue a $2.7 million tax abatement for the project.

“I appreciate you understanding that we’re looking for market rate,” said Mayor Hollies Winston. “I am in favor of it.”

The council voted 5-0 to approve the term sheet. 

Before construction could start, the council would still need to finalize a development agreement and other land use approvals for the project. The developer would also have to close in its financing.

Construction could then start not later than January 2028.
